President vs Scientist

Cerita tentang keberhasilan Pakistan dalam mengejar ketertinggalan dari India diceritakan oleh Prof. Dr. DDDr.h.c. Bernd Michael Rode, asisten menteri pendidikan tinggi dan ilmu pengetahuan Austria, di sela2 acara The 2nd World Science Forum di Budapest, Hungaria. Pada tahun 2000, presiden Pakistan Pervez Musharraf meminta kesediaan seorang ilmuan terkemuka Pakistan, Prof. Dr. Atthaur Rahman, untuk menjadi menteri pendidikan tinggi dan ilmu pengetahuan Pakistan, begini kira2 percakapan mereka :

Pervez Musharraf : I am asking you to become the  minister of education & science of Pakistan

Atthaur Rahman : Are you serious on scinece Mr. President?

Pervez Musharraf : Of course I am serious

Atthaur Rahman : If you are serious on science, then follow my policy

Pervez Musharraf : Then tell me about your policy

Atthaur Rahman : First, government must increase higher education budget this year by 100%, then followed by 50% every years to come until 5 years. Secondly, government must increase research expenditure by 6000%, and lastly, government must pay Pakistani outsatnding scientists four time higher than cabinet ministers. If you agree with my policy, I am ready to be your minister.

Pervez Musharraf : Hmm.. Ok I am agree..

Hasilnya bisa ditebak, dalam 5 tahun, perkembangan sains, teknologi, dan industri Pakistan mulai menyaingi India! hmm.. kapan ya kejadian seperti ini bakal terjadi di negeri kita tercinta, Indonesia yang salah urus…
